Who are the people (not employees) who are in stores with personal UPC/ barcode scanners?

I’ve seen all types of everyday people with what looks like a pda phone, but they scan a product click a few keys and put the product back on the shelf. They never appear to be shopping, just checking prices. Are they the competition, or part of a larger sinister plan?
